They are not "peering" into a private backyard...they are not even "looking" in that direction, rather, they are looking at one another and talking.

What ever they were looking at, the next click to the right the image is no longer available. I've gone several clicks back to the left and the right and not once do I see these guys looking over the privacy fence. They are simply discussing the work being done in the water below the fence. I believe you're wanting to see what is not obviously there...unless the "unavailble image" (which is probably 10 seconds past your posted image) shows what you're trying to get at...which it probably doesnt.
