I don't think this is water on the Google StreetCam lens -- I think perhaps it's the nylon lens hood, which the camera operator hasn't removed.
Anchorage seems to have _many_ such scenes: There's a LONG stretch running from the "Welcome to Anchorage" sign on W Int'l Airport Rd
